THE RACE
The IV CYCLING AMERICA CUP will be
held on January 10th and 11th 2004,
in closed circuits, at the Autodromo Municipal Jose Carlos Pace
- Interlagos, in São Paulo (Interlagos Autodrome), for athletes
dully registered, under any weather condition.
The rules of this competition follow the CBC
and FPC Rules & Regulations for road cycling competitions.
RACE ON JANUARY 11th - SUNDAY
The race will be disputed by ELITE categories, only speed bicycles
WOMEN ELITE – for women cyclists born before
1988 (minimum 16 year old), affiliated with the Federation or not – total
circuit distance 30 Km (25 minutes + 01 round on the main track) – start
time: 8:00am.
MEN ELITE
– for men cyclists born before 1988 (minimum 16 years old),
affiliated with the Federation or not – total circuit distance
between 40 Km and 50 Km (10 rounds on the main track) – start
time: 9:20am.
Members affiliated in 2002,
2003 and 2004 will be accepted. If the athlete is not a Federation member,
he/ she can affiliate before registering.
The ELITE races are appropriate
for speed and resistant riders only. The participation is individual and
taken in platoons. Maximum time duration is 60 minutes.
The Race’s Organization
will invite, as representatives of each state, one (1) athlete indicated
by his/ her Federation.
TECHNICAL DETAILS:
There will not have water supply during the event.
Mechanical support will be available only at locals
previously determined by the Organizers.
The cyclist who is two minutes difference
from the Main Platoon will be eliminated from the competition
at the ‘Cutting Zone’.
There will not have a ‘neutral round’ for
cyclists with mechanical problems or falls.
Times are calculated based on the distances,
thus may vary according to the performance of each ‘battery’.
RACES ON JANUARY 10th - SATURDAY
The competition will have the following FREE categories:
Kids II – for cyclists born from 1996 to 1999 - 05 to
08 years old – circuit of approx. 3 km long (set on the start stretch)
– start time: 11:00am.
Kids I – for cyclists born from 1992 to 1995
- 09 to 12 years old – circuit of approx. 4 km long (set on
the start stretch) – start time: 11:20am.
YOUTH – for cyclists born from 1989 to 1991
- 13 to 15 years old – circuit of approx. 8 km long (2 rounds
on the main track) – start time: 12:00am.
Master – for
cyclists born by 1964 – over 40 years old – circuit of approx.
20 km long (5 rounds on the main track) – start time: 12:30am.
Free-Power MTB – for cyclists
born by 1988 – 16 years old or over – circuit of approx. 12 Km long (3 rounds
on the main track) – start time: 1:00pm.
NOTE: Times are calculated based on the distances, thus may vary according to each battery’s performances.
BICYCLES AND EQUIPMENTS SPECIFICATIONS:
Categories Youth, Kids I and Kids II: any
bike model.
Category Free-Power
MTB: Mountain Bike traditional model, Rims 26 and flat handlebars.
Slim tires, diameter 26 and speed-kind gear-levers allowed.
Categories Master, Women Elite and Men Elite: Rim 27, curved handlebars, tube tires, clinchers or similar, which fits in one of the required specifications. It is prohibited the use of equipments such as clip handlebars or protective shields or alike.

REGISTRATIONS
Registrations will end on JANUARY 4th 2004, or when the maximum number of entries for each category is reached.
FOR THE ELITE CATEGORIES (MEN AND WOMEN)
Registrations for Elite categories are limited to 500
athletes, being 350 men and 150 women.
Registration Fee for the Elite categories
is USD$ 30 (Thirty US Dollars).
Minimum age for participating is 16 years
completed; if the athlete is under 18, it is necessary to bring
a written authorization dully signed by parents or a responsible,
accompanied by a copy of father/ mother passport or identity
document, which will be kept by the organization.
The Application for the Race can be done
by a third person, since he/ she is over 18 years old and have
a written authorization signed by the participant, accompanied
by a certified copy of the Identity Document of the participant,
which will be kept by the organizers.
FOR CATEGORIES: MASTER, YOUTH, KIDS I, KIDS II AND FREE-POWER MTB
Registrations for the above categories will be limited
to 150 cyclists for each category.
Registration Fee for the above categories
is USD $ 15 (Fifteen US Dollars).
if the participant is under 18, it will be
necessary to have a written authorization signed by parents or
a responsible person, with recognized signature and a certified
copy of the Identity document of a parent or responsible, which
will be kept by the organizers.
The Application for the Race can be done by a third person, since he/ she is over 18 years old and have a written authorization signed by the participant, accompanied by a certified copy of the Identity Document of the participant, which will be kept by the organizers.
The Organizers will donate, for each
registration, an amount of R$ 1.00 (One Real) to the AACC – Association
of Support for Children with Cancer.
A place, next to the start point of the race,
will be available to all participants and general public to
receive food and clothes donations to be sent to the AACC.

REGISTRATION PROCEDURES
On line: the participant must print his/ her form and
bring it to pay when coming to São Paulo to pick up his/ her kit.
At the Federation: the fee must be paid there
and will receive a valid Protocol.
KIT PICK UP, IDENTIFICATION AND ‘CHIP’
Kits will be delivered only at the Paulista Cycling Federation, on Av Germaine Buchard, 451, 2nd floor, on January 8th and 9th 2004, from 9:00am to 5:00pm.
To Pick-up the Kit it is necessary to show on demand:
ORIGINAL Identity Document (Passport);
ORIGINAL payment receipt (copies will not
be accepted, in no circumstances);
Kits will not be delivered on the race’s day.
The Athlete’s Kit contains: 2 Chest Numbers, 1 Frame
Number and 2 Helmet numbers. When necessary, a password will be included
in the kit to be exchanged by the ‘chip’ on the race’s date (January
11th), from 6:00am, at the start area.
The Chest Numbers must be pinned on the athlete’s
t-shirt, on the shoulders area, in a way that the number can
be seen when you are in a competition’s position.
The Frame Number (double faced) must be stuck
to the bike’s frame, on the handlebars direction.
The Helmet numbers are Stickers and must be
on both sides of your helmet.
RESULTS
Race Results will be informed:
After 30 minutes of the end of each category the results
will be pinned on the Results Chart, at the Start Area, unofficially.
On This Web site, after complete checking
and doping results.
AWARDING
FOR ELITE CATEGORIES:
Trophies for 1st to 10th position on the general classification.
FOR OTHER CATEGORIES:
Trophies for the first 3 positions of each category:
All athletes entitled to receive trophies must go to
the podium area right after the end of the race to receive their trophies.
The athlete who is not present at trophies
delivery podium on the race’s day, can pick it up at the Organizers
office, within 60 days after the race, or if prefer, pay for
having it delivery to his/ her address.
FOR ALL CATEGORIES
All finishers who do not receive a trophy will receive
a medal of participation.
Complaints about the final results must be
formally submitted (in writing), by 30 minutes after its announcement.
GENERAL RULES:

There will have ambulance service available
for any kind of emergency, throughout the course. The medical
assistance for emergencies will be taken in Public Hospitals.
When pick up the ‘chip’, the participant must check his/ her personal data. Further complaints will not be accepted;
At the end of the race, the participants must return the ‘chip’ to receive the Medal (or mini-trophy) of participation;
The loss or misleading of the ‘chip’ implies in a payment of R$ 50 (Fifty Reais/ or equivalent amount in US Dollars) to the organizers. ‘Chips’ not returned will imply the issue of a Docket in the value of the ‘chip’. Therefore its adulteration shall imply the participant’s disqualification;
Toilets and wardrobes will be available to all registered athletes, at the start/ finish area.
Security service will be offered by competent Public Agencies, and there will have controllers to give directions to all participants.
The organizers advise not to leave any value, such as watches, expensive clothes/ accessories, electronic equipments, mobile phones, checks, credit cards, etc. in the wardrobes.
The Organizers will not be responsible for any personal
objects left in the wardrobes, as it is a free service. We suggest that
the participants use the wardrobes only for objects with no value.
Therefore, the organizers will not refund
any value corresponding with equipments or accessories used
by participants when taking part in the event, by any reason.
It is recommended that all participants go through previous medical check up and a physical evaluation before taking part in the event.
Anti-doping tests might be carried out.
It is prohibited to jump over the fences to get on the track at the Start moment. The participant must observe the route, not being allowed any means to get advantages of all kinds. Failures in following any of these rules will cause the participant disqualification from the Race.
The event organizers as well as its sponsors and supporters will not take any responsibility for: damages or losses caused by the participant registered for the competition, to thirds or other participants, being of exclusive and sole responsibility of the participant; any material losses or damages suffered by the participants when taking part in the event.
By registering in the event, the athlete automatically:
Assumes that is responsible for personal
data given;
Declares that completely accepts the Rules & Regulations
of the event;
Enters and intends running entirely at his/
her own risk, exempting the Organizers and Sponsors from liability
for any loss, damage, illness or injury, for herself, her family
and heirs.
Assumes that is physically fit and have sufficiently trained for the completion of this event;
Hereby grants full permission to the Organizers and/ or agents hereby authorized by them to use any photographs, videotapes, motion pictures, recordings or any other Record of this event for any legitimate purpose at any time, and will not claim for receiving any payments for TV transmissions of this and future events;
Assumes all expenses with travel, accommodation, food, transportation, insurances, medical and any other that are consequence of her participation, before, during and after the event;
The Organizer/ Promoter reserves
itself the right to cancel the event, for safety’s sake, public actions,
vandalism, and/ or for reasons beyond its control;
Doubts or omissions about this Rules & Regulations
will be decided by the Organization Commission definitely,
not being accepted recourses to such decisions.
